No not at all this was something they done back in in the day 2 cover up imperfections at a cheaper alternative to re plastering. I would say don't b put off bye this it's only cosmetic

People did this as Jason says, and also as a bit of thermal insulation. It probably wouldn't pass modern building regs for fire safety. (Hot/melting polystyrene drips). I've just removed them from a bedroom in my own house. Takes time to get all the adhesive and bits off. The ceiling is ok though.
