The two valves in a heated towel are leaking. Do I have to drain the whole if the c.h. system to change the valves ?

yes I would of thought so, otherwise water would spurt out

you can buy a freezer kit which will freeze the pipe for long enough for you to change 1 valve at a time special made kits
