Asbestos in artex production was banned in the early 70s however it was just production and not sale so even if your artex was installed after the ban came into effect that does not guarantee that it is asbestos free. However there are company's that will test for asbestos usually around £400. Most plasterers will encapsulate the artex ie plaster over it a lot cheaper, hope this is helpful
