Floor to wall exterior gap

Hi, my 1860 house needs the gap running around the exterior perimeter of the wall and floor filled. Balast has stone that are too large, I get that I need to mix cement and either sand and aggregate or balast but should I consider a different product. Feel daft asking but this is the first time doing this type of job. Thanks for any help.
