Underfloor insulation

There is a small cavity below ground floor large enough for a small person to crawl around in. Would underfloor insulation be possible and what tradesman would do it?

Yes I believe it's a job for a specialist. I think this is where foreign labour comes in handy u could use a Mexican as they are short dwarf like and would fit in the void to work
