My advice would be to seek assistance from a relative to confirm what the job or an indication of the problem, if not a relative, speak to Rated People to see if they can assist in identifying the issue, they can then advise and possibly recommend the correct type of specialist tradesperson you require, the ratings give a good indication of the profile of the tradesperson. The same applies when appointing tradesmen to carry out an inspection of the job, it is best to have someone with you, and if you are not sure of anything the tradesman tells you, ask him to explain fully, in your terms until you fully understand. Once you have appointed a tradesman to carry out the work, make sure you have a friend or relative present when the work is carried out. Cash is not the best method of payment, insist upon an invoice and the term of the work guarantee. Andrew.
