Water is back after 2 damproofs in 1 year!

Had a rising damp, had injections in the walls, plastered and put wood floor down.After a month the floor bulked up, I have been told that I need a membrane in the wall. Removed fresh plastering, did injections and membrane, plastered all back, but didn't put the floor back down, to see how it goes. The water is still coming through and dripping from behind the membrane now! When touching the wall, get water drips o the fingers. 2 builders and 1 surveyor all said they have never seen anything like this before. I can't be that unique can I? Any advise before I spend another 1000+? Thanks.

is there soil piled up against the wall outside? if so that needs to be cleared away from wall and the outside needs to be dealt with, is it a solid wall ( no cavity) is there a roof leak?
