Concrete post problem

Reliabile fence person to fix moving concrete fence post as original fence company said the post could not be dug as deep due to sewer mains . So I need a solution to this problem post. Some suggestions on how to secure permanent solution. The winds are making it move about 2 to 3 inches and I don’t think it’s safe now?

dig out a cross shaped hole as deep as possible put post in concrete in and well prodded in make hole legs about 12 to 18 inches long
