Get two rooms and flooring done in £20k-£25k, possible?

Hello, we are buying a 2 beds ground floor flat and would like to give kitchen and bathroom an update as below: - knock down the walls between bathroom and kitchen - rebuild a new small bathroom with shower above bathtub, toilet, sink and other basic i.e. towel rails. - build a gallery kitchen with wooden worktop - replace old wood floor to solid oak wood floor - remove kitchen wood ceiling and re-paint/re-wire lights. We know what material and style we like and have a clear vision for all the rooms. But we need help from professional designing with the pipes & re-wire lightings and etc – make our vision practical to our budget £20k-£25k, is it possible?
