We were digging a hole next to the house to set a fence post. When we came across some plastic we thought it was an old bag. However under it was a broken slab and under that was what appears to be an open drain. We stopped digging and filled in the hole. Should there be a proper covering on the drain? is a plastic bag a proper cover?
