Drain inspection

I have recently bought a 1900 house that has a stone lined void beneath the front room. This fills with water to 1 foot deep. The void is 4 feet deep. There is a horizontal drain pipe to allow the water to almost fill the void and then drain away in this "overflow" pipe. Can anyone explain why a house would have been built like this? Also, the water that comes in is clear, and no current or flow is apparent. What is the likely source, and how can I trace it?
