How to resolve blocked rainwater drain to soakaway?

Our rainwater runs to a soakaway but the pipe is partially blocked with sediment and in the recent very heavy rain it has been overflowing. (caveat that it is possible the water level has just been so high that the soakaway is full?!)
Recently I had another drain blocked, so when the water board jetted that one they had a quick look at this one but after initial jetting said it had to be done from the other end (for which there is no access to).
What would you suggest as a solution (is it digging a hole, jetting then putting in a manhole in the garden), what is ball park c0st and is it a builder I need?
