What is the hole that has appeared in my garden?

I have a narrow flowerbed next to my neighbour's wall in the front garden. Recently, a smallish hole suddenly appeared in the earth on the end closest to the house. When I looked down it, there was a cavity around three feet deep and I'm not sure how wide. The earth, and what appears to be some concrete or other hard matter has fallen to the bottom. Since then, I have removed the plants closest to the hole, which resulted in more earth falling through. There is a man hole between the house and this hole. There is also the waste pipe running past around half way down. It looks like there is some solid matter on either side of the cavity, but this doesn't look to go all the way down, not even the foundations of the neighbour's wall. What is this hole? Is it a soakaway, in which case, wouldn't there be an open rather than closed pipe? Is it supposed to be there or can I just fill it in?
