Drainage channel

My garden backs on to a London Transport railway embankment. They refuse to maintain the drainage chahhel at the base of the embankment which has now silted up and is higher than parts of my garden which floods every winter. Would it make sense to install a drainage channel on my side in the hope of stopping my trees from dying? I'm not sure there is anything it could drain into other than itself. Would that solve the problem or would it act as a sump for the whole railway? Thanks
