Flooded Garden

I live in a clay area and the lower part of my garden where I'm hoping to put a driveway, floods quite regularly e.g. 20cm of water. Between my house and garden is a shared access road which is mainly gravel and stones. Not sure where to even start as there are no drains apart from a storm run off further down the access lane. Some of my neighbours have built up their bit of the lane causing the water to sit in my garden. I've already been told not to build up my bit higher than theirs and I don't want to upset my neighbours. Not sure whether I need a driveway specialist, a drainage specialists or a lawyer for when I upset the neighbours?!
