We have a recurring clogging toilet, what is the problem?

We have a new bathroom in our flat, and a new toilet. The toilet started draining flushed water very slowly from the bowl after a week of usage. It was cleared by our builder and he said it was clogged with tissues. Once cleared, the toilet was fine for about another month, but has again started doing this, with normal usage.
