Who is the right person for this job?

Hi, I don't know what category of work this falls into. I need the floor dug up and sealed (old outside loo.) And a short, (1 meter approx), section of cavity wall sealing from the base, to prevent rodent access. Not sure who to ask. Many thanks for your help.
