had a new programmable wireless room thermostat transmitter and receiver installed. Never worked properly. Electrician doesn't want to know.What should I do.

Hi, If the electrician was paid to complete the work, contact them and request they do what's needed to make it work and mention trading standards. If still no joy then put in a report to trading standards but you may have to employ another electrician to put it right or you could be waiting a long time. if you reset the transmitter and the receiver will fined it the green and red led will flash. than stay on red till the boiler fires up then go to green.
