Hi Gary, You don't need to put the socket outlets 450mm from the floor this only applies to new builds under Part M,for a rewire you can put them at existing height,as said you DO NOT run cables behind skirting and no electrician in his right mind would sign this work off,he shouldn't be signing it off anyway unless he installed it . In rewires / refurbs / upgrades in existing properties, the sockets should be at least at the existing height or better placed. Ideally the socket should be installed to prevent damage to the appliances' plug / flex, that will be plugged in to the outlet, a height of at least 150mm to the centre of outlet from finished floor level would be considered a minimum requirement. In the UK, all work should be carried out to BS7671 and Approved Document of the Building Regulations. It's illegal to do electrical installations in a building without the work being inspected and approved by a registered electrician or a local building control officer being informed beforehand. The replacement of accessories is considered acceptable if done competently. I hope this shall explain you what to do. Cheers, Mr. Nish Maroo
