An Electrician for Kitchen Electrics

Hi, we are looking for an electrician who will take out some light switches in the kitchen, and also put some outside light sockets on the walls facing the garden, for garden lighting. I've phoned countless electricians, have only managed to get 2 to come around to look at it, and neither of them have sent quotes. No one seems to want the job, not sure why. Can we do the work ourselves instead? I've read that according to part P we can install sockets in the kitchen if we get building control to sign it off, is that right? We're in South Oxfordshire.
