You need an electrician to check the supply to the heater, to see if there is no short circuit on the cable and to check the integrity of the cable's insulation. Also he has to check that the supply cable was chosen according to the heater's maximum consumption. Next, the electrician needs to check the resistance of the heater to see if it's not damaged. If everything is alright, you can simply replace the fuse, otherwise you need a new heater or a thicker supply cable.
