Replace all metal light fittings and switches for plastic, as a temporary measure until you can rewire. Sounds like the cables are pretty old anyway.
No earth wire

Trying to install a new light fitting. The ceiling connection has 1 red and 1 black wire visable, no earth. Does this mean we need to rewire

If the light fitting is metal then you have a problem, as it MUST be earthed. Prior to 1970, many lighting circuits didnt have an earth. It may well be that you need to rewire the lighting circuits.
