Maybe motor faulty or just the bulbs. Strange it isn't blowing the fuse in the plug/fused spur, which i therefore guess its tripping the RCD on the consumer unit, and so there is an earth fault somewhere. If just bulbs then easy fix, but otherwise probably not worth the effort trying to get parts if standard sized hood.
