Disintegrating self-levelling compound under rubber floor tiles

We have rubber floor tiles (dalsouple) over a large open plan area. In some places the self-levelling compound underneath seems to have disintegrated and now the edges of some of the tiles are lifting and powder from the compound puffs up when we walk near or on these areas. Is there anything we can do? recognising that whatever solution is likely to be a short-term fix, but re-flooring the whole area would be horribly expensive.

You will need to uplift the effected areas, then ascertain why the self leveling compound has failed, dig out the damaged compound, prime the area, then apply new smoothing compound and then adhere new rubber tiles. There is no quick fix unfortunately, any short cut could make the problem worse and once rubber tile start to lift from the sub floor they can become a trip hazard, and you could find yourself in trouble with health and safety especially if the area effected is in a work environment, or worse if it is open to the public.

Is it a concrete floor by any chance? Can you see a coloured primer underneath the self leveller or is it just straight as the concrete floor is either damp, unprimed or both.
