Ist of all. if it is a communal area. health and safety must be the priority. safety flooring in the form of vinyl. if you try to go cheap you could end up with serious consquiences

Ideally needs to be inexpensive, easy to maintain / clean and durable. Suggestions so far are gel back carpet, industrial paint (need to be redone regularly), composite floors (expensive) or industrial vinyl (expensive. Any advice welcome.
