Take off wood over concrete or leave on and fix?

I just purchased a top floor flat. There was carpet which is now taken up. There is wooden planks that is nailed onto concrete floor and it creaks in some areas. What is the best thing to do before laying new flooring on? Should the wood on creaky parts be screwed down first or should the lot be taken up?
