Suspended floor - lift and replace or concrete slab

I recently moved into a 140sqm bungalow. The site is extremely water logged. It has a suspended ground floor. I am considering lifting floor, putting down insulation, damp proofing (as I dont think any really exists and ventilation is poor), and an underfloor heating system. However I am wondering if it would be better / similar costly option of pouring concrete with insulation and DPC. Then underfloor heating with screed on top? I don't believe the joists are rotten, but have not fully lifted floor yet. And ball park ideas on cost per sq m would also be great.
