Hello Lin, sorry for my late reply. The best time to prune a twisted willow is during the dormant period after it's leaves have fallen off (late winter/early spring) this is true for most deciduous trees. As with all shrubs and trees always remove the three Ds - diseased, damaged or dead branches first. Also check to see if your willow has been grafted and if there is any growth coming from the root stock. This should be removed. Just to mention if it's not needed you're better not to prune your tree at all. Cheers, Craig

Hello Lin, Prune the tree during the growing period only to maintain health and safety. It is quite susceptible to a host of diseases and pests. The best time for basic cutting is in early spring. I do it always after flowering, before the young leaves appear on the branches. Hope it helps. Thank you Bozena
