Hello Lizzie, Yes it's possible to create a garden from a tarmac and gravel area (not so sure it's easy though) and pretty straight forward. There are so many options available to you it's best for you to have someone come out and have a look. With regard to services, if they can remain as they are it'll probably be best. Design your garden around them. Otherwise it'll cost a fair bit to have them altered. I hope this helps, Craig
