Hello Jacqui, A shadowbox style fence would probably be your best bet. It still retains some amount of privacy whist letting the wind through (reducing the pressure of the wind on the fence). The best fencing in a windy area is chain link. The more structure one puts into the fencing, the more the wind will affect it.
