Gardener not turned up - dangerous raised garden

Hi Rated People - I pointed out some safetly issues with a single laid brick wall to hold up a 4ft raised garden and he was fine at the time and we agreed to put concrete behind the wall to support it. Then he asked for money and then sent me an aggressive email later that day saying my comments were ridiculous. He at least hasn't turned up to my garden today and theres mounds of earth only held with a 1/2 made single bricked wall whish isnt safe in my opinion. Please help ?
