Hi Peter I wouldn't recommend it. Better off digging off the top layer first then rotorvating to aerate the soil. Keep yourself a barrow of soil or so back then rake to correct levels and tread the soil in. Then use your soil to fill any low spots and re-rake. Hope this helps Mark Surrey Hills Landscaping
