Credit refund

I received an email from Rated people regarding one trades person who claims he/she did not have an opportunity to quote. To confirm, I was contacted by text and email yesterday (4/12) and the trades person asked if they could contact me this morning (5/12). Meanwhile, I was contacted by another trades person first thing this morning and he called round straight away to give me a quote. The quote was acceptable to me and he's been given the job. Should this above scenario be appropriate for a credit refund please can you advise how I go about authorising this? Many thanks
