Who should replace a fence panel

I live in an upstairs maisonette (which I own), and there's a fence panel and post, thats damaged from the storms earlier this year, and needs replacing. The panel is between mine and my downstairs neighbours gardens. The downstairs property and garden is owned by a housing association company. My property deeds say I'm responsible to maintain and repair that boundary, however it was the previous housing association tenants that put the fence up in the first place. My view is that they put up the fence, along my boundary, so they should be responsible for replacing it. Is that right? Any advice would be much appreciated.
