have an oil fired central heating system, the hot water is almost scolding but heating ok. have also started getting high elec bills - related?

It sounds to me as if the diverter valve is letting by, or if the boiler is a Worcester, it could be the diverter cartridge. Either of these could be expensive and you need to have it checked by a qualified oil heating engineer.
