Sounds like dirt ( sludge ) in the radiator especially downstairs remove the radiator and flush out re fit should be fine

1 radiator in my living room is luke warm at bottom,hot at top,have bled all rads in the house ,but no air comes out just water.Someone has said about the system needs balancing?is this correct
