Elecrtric central heating boiler.

I am searching ( without success so far) for a tradesman in our area who is prepared to look at my son's electric central heating system as we don't know how to operate it or if it has a fault. My son only moved in a few weeks ago and didn't suspect that there might be a problem as the hot water is operating ok. There is a summer/winter switch we moved to winter but nothing happened. We also checked the thermostat in the hall which appeared to be working as it clicked when it reached room temperature. We thought that there might be a timer which might be switched off but can't find one. Can you advise please.
