How can I get this rated person struck off your list of rated people?

Paul Reay Gas Safe 214107 made me pay for a dangerous boiler which he installed without testing it before he left. Then we discovered it was not even connected to the mains gas supply. As second Engineer condemned it. I have obtained a CCJ of which I found more.
