New Gas or Electric hob under window, to be safe for rental.

Prepping my flat to rent out and need to resolve urgently. Can I 'legally' place an electric hob underneath a small (little used) sash window whose wooden frame is 400mm above worktop. Gas Safe engineer advised he could not fit a new gas hob here, unless I brick up the window. I have no other place to put hob and would only brick the window up as last resort, Could I replace the frame with aluminium/or something non-combustible and make the window unopenable, or heat resistant glass? Needs to pass Gas Safety Certificate/electricity equivalent. Thans.
