Can a trades person change the quote they first give you?

I have chosen a trades person because they have us a good quote of £12000 to fix a job that a other builder has mucked up they came and had a look and quoted us £12000 then when we paid £5000 to them as a deposit they then told us that they can’t do it for £12000 it will now cost £18000 can they do this?
