Is it possible to skim parts of walls to make the surface more even and to build up an area of a wall to make it match the rest of the wall?

Dani, You could get the wall levelled by various ways. One would be to Hardwall the Wall and make level, then Skim. Another is to Dot and Dab with Plasterboard. Any Plasterer should be able to do this as routine work. Bill
