Hello Vanessa The quickest way of covering artex is skimming over . Any good plasterer should help yiu with that issue. Sometimes if artex is thicker than 6 mm is better to overboard it and skim over as can crack in a future. I hope this will help Best regards Rafal
Yes you can give it a nice strong mix of pva the day before plastering it
If its on plaster board yes , unibond the day before so it's dry but sealed , if the ceilings have been painted with silk might be a different story you might have to over board get three quotes
