Yes you can if it's a light artex you can skim over it if it's thicker artex then bond&skim
Can we plaster over textured Artex ceilings in our house?

The house we have just purchased has textured artex ceilings throughout. As the house was built in 1975 there is a chance these may contain asbestos. To get a smooth ceiling, is it possible to simply plaster over the top of the existing ceiling?
