Is it easier to plaster over old woodchip paper rather than remove?

I'm looking to re-decorate a hallway that has been covered in the old style proper woodchip paper. Is it easier to have this plastered over so I can re-paper rather than stripping the old woodchip off?

Hi Christine Good practice would be stripping all off and skim over

You have to strip wall paper then skim

you cannot plaster over the top of any wall paper it will not take you will have to strip wall paper from wall
