Covering artexed cieling

Please can you help, the kitchen ceiling was artexed in the '80's to cover cracks, cracks are visible through the artex, because of risk of asbestos would builders be prepared to board and skim.

You can board&skim but find the quicker&cheaper option is to pva bond&skim

Yes you could board and skim or you could put a coat of bonding plaster on and then skim finish
