Internal block work still wet, they want to dry line & plaster?

This is an orangery extension, the internal thermal block walls and mortar are still wet. They propose to dry line, dot and dab and then skim, will the walls ever dry and or will the wet come through? We currently have 2 dehumidifiers going 24 hrs a day, have been for almost a week now, still no sign or drying.

Best to let the block walls dry ,before d&d,otherwie moisture will penetrate the plasterboard
