We just bought a house and we have lining paper on all the ceilings whats best to do : remove it all and skim it or skim over? another question lime plaster whats best to smooth it over?

remove the paper first then skim over any plasterskim will do dave brown

You can't plaster over lining paper have to remove if ceilings are rough underneath will need skimming If paper hard to get off could be worth re boarding G. Branch plastering
