New harling

I am thinking of getting my end terrace (4 in a row) house harled. There are some cracks in the walls and a few areas where small pieces have fallen off (where it meets window ledge). The bricks aren’t showing through, it looks as though there is a layer of cement still covering. So, can this be repaired and new harling on top or is it best to take the old harling off first? How long would harling last in either case? Thanks
