Frustrated council tennant!

My council house is 60yrs old,and so is the plaster. In the bathroom lots of plaster has bulged and fallen of,they have filled these patches for me. But the rest of it has flaky paint and hundreds of cracks. Does plaster degrade after 60yrs? It is a small room,how expensive,and would it be possible to skim the walls? Is this the best solution?
