It's best not to as the plaster will only be bonded to the paper , & when that gets wet it will start to peel off G, branch plastering

Can I skim over the woodchip. my walls are very soft as I live in a cottage and i am damaging the walls trying to remove the old woodchip

No you can't the wallpaper will just fall off the wall once the wet plaster is applied.
